<p>A FROST ADVISORY REMAINS IN EFFECT FOR THE CAPITAL DISTRICT&#8230;THE MID HUDSON VALLEY&#8230;THE TACONICS AND LITCHFIELD COUNTY FROM 2 AM TO 8 AM MONDAY.</p>
<p>MUCH ABOVE NORMAL TEMPERATURES EARLIER THIS MONTH HAVE CAUSED AN EARLY START TO THE GROWING SEASON IN THE ADVISORY AREA.</p>
<p>CLEAR SKIES&#8230;DIMINISHING WINDS AND A COOL AIR MASS ACROSS THE<br />
REGION TONIGHT WILL ALLOW TEMPERATURES TO DROP INTO THE MID 30S AFTER MIDNIGHT AND RESULT IN THE DEVELOPMENT OF FROST.</p>

<p>A storm system will affect Hamilton, Herkimer, Warren, Fulton, Bennington, and Windham counties by delivering snow showers beginning Monday morning. These snow showers will become heavier later this morning into Monday night. An arctic front from the northwest will increase winds to 15-25 MPH gusting into the mid 30s causing blowing and drifting snow. This will reduce visibilty so take your time on those roads.</p>

<p>NWS doppler radar has indicated a line of thunderstorms with rainfall estimates between 2 and 3 inches. Excessive runoff from this heavy rainfall will cause elevated levels on small creeks and streams. Ponding of water on roadways and farmlands along the elevated banks of creeks and strems is expected.</p>
<p>This includes the Hudson River, Mohawk River, Stony Creek, and McDonald Creek.</p>

<p>The New York State Department of Environmental Conservation has issued an Air Quality Alert for today (Sunday, 8.16.08) and tomorrow (Monday, 8.17.08). The Air Quality Index (AQI) for ozone in western New York is expected to reach 120 today, with fine particles having an AQI of 105. Tomorrow is supposed to be even worse, with an AQI of 125 for ozone and 105 for fine particles.</p>
<p>An AQI of between 101 and 150 is considered &#8220;unhealthy for sensitive groups;&#8221; people with heart or lung disease, older adults, and children should reduce prolonged or heavy exertion. &#8220;Western New York,&#8221; as defined by the DEC, comprises Cattaraugus, Chautauqua, Erie, Genesee, Niagara, Orleans, and Wyoming counties.</p>
<p>Other areas of upstate New York are forecast to remain under 100 in AQI.</p>
